Electricity will be the cornerstone of Latvia’s energy transition. Latvia’s hydro-dominated electricity system provides a favourable starting point to use clean electricity to decarbonise other economic sectors and meet the target of 57% renewables in total final consumption by 2030.
In 2018, electricity consumption per capita was 3731 kWh. Latvia has adopted the EU target to produce 50% of its energy from renewable sources by 2030. The 2021-30 plan set a target of reducing greenhouse gas emissions by 65% compared to 1990. There is a target of being carbon neutral by 2050.
Latvia has underground gas storage facilities at the Inčukalns UGS, with a capacity of 4.47 billion m 3. Natural gas companies include Latvijas Gāze. Renewable energy includes wind, solar, biomass and geothermal energy sources. Almost half of the electricity used in the country is provided by renewable energy sources.
From 2010 to 2022, Latvia experienced significant growth in the share of renewables in electricity generation, from 55% to 76% (Figure 4.2). The bulk of renewable electricity generation in Latvia consists of hydro (55% of total generation in 2022), which fluctuates depending on water availability.
Latvia’s energy system is relatively well-diversified, with sizeable shares of renewables in the form of hydro and bioenergy. Its electricity system, in particular, is dominated by hydropower. The largest energy-consuming sector is buildings, followed by transport. Still, the energy system remains dependent on imported fossil fuels.
While the electricity system is already predominantly based on renewables, Latvia’s energy transition will need to focus more concertedly on the buildings and transport sectors to meet both domestic and EU targets. Latvia’s energy system has been heavily impacted by the Russian Federation’s (hereafter “Russia”)-Ukraine energy crisis.
