The solar project is part of the new national energy policy released last year, titled "The Power to Change – Montserrat Energy Policy 2016 – 2030 (MEP 2016-2030)." The tender represents the first phase of two solar project phases. The first phase will account for 250 kilowatts (kW) of solar capacity.

Salt Energy of Florida has won the contract to install a 250 kilowatt Solar photovoltaic and battery storage project for the Government of Montserrat. The Ministry of Communications, Works, Labour and Energy said Thursday the contract installation is valued at EC$1.89 million dollars.
